M23 returned to arms in November 2021 after nine years of dormancy and has since taken territory across North Kivu, including Goma in 2025. Successive UN Group of Experts reports have documented Rwandan support to the group, which Kigali denies. The Allied Democratic Forces, which pledged to Islamic State in 2019, attack civilians in North Kivu and Ituri. The region has one of the largest displaced populations in the world, and the mineral trade that funds armed groups runs through the same territory.

Two different counts. “Still displaced” is the stock IDMC records at year end; “newly displaced” is the flow during that year. The flow can exceed the stock when people return within the year, which is what Russia’s figures show.
