Successive UN Group of Experts reports have documented Rwandan support to the group, which Kigali denies. The Allied Democratic Forces, which pledged to Islamic State in 2019, attack civilians in North Kivu and Ituri. The region has one of the largest displaced populations in the world, and the mineral trade that funds armed groups runs through the same territory.
